Minimum qualification for Research supervisor

Sir
Any body who have not PhD in library and information then it is possible that particular person(with respect) that published approx 14 publications including books can supervise any PhD candidate and he is only MA, MLIS with 10 years service experience.

Dear Zaidy, An eminent expert (without PHD holder) on the subject may appoint as a PHD supervisor in few cases with reconditions by Executive Council of the University.
it also differs from university to university

MA, MLIS person can't guide/supervise to the Ph.d scholar, he can help for that perticular person with his valuable experience.
