Publishing fees for article publishing

I have come across some online journals in library science which demands Rs 1000/ for publishing research paper /article.  Can any one tell me whether they are valid or not ?

It is valid, if it is in the included in UGC referred list of journal. Go to the website and check, whether the journal is included or not before publication.
