How can we digitize the hard copy to softcopy? What are the rules and regulations?

Digitization normally is  a process to convert any piece of info into machine readable forms. The hardcopy normally refer to a printed copy of some info. To keep record of printed copy into some machine needs that the printed material to be digitized to make it machine readable.

Sir,
It depends on what you want to digitize. You can use a simple scan machine to digitize ordinary materials, but if you planning to digitize your whole library collection or say newspaper you will need sophisticated machines. I think you should consult people at NCSI, there is a small annexure building in front of them, where large scale digitization work is in progress.
