In page 11 it was mentioned that "Only such candidates who obtain the minimum required marks in each Paper, separately, as mentioned above, will be considered for final preparation of result. However, the final qualifying criteria for Junior Research Fellowship (JRF) and Eligibility for Lectureship shall be decided by UGC before declaration of result."
I dont remember the above insertion before declaration of result. If the above sentence was there then all other argument will be invalid.
Anyway the debate is now closed as the UGC is the supreme body in formulating the standard as it consider fit.

With the enclosed copy of judgement, it is clear that the judgement is in favour of UGC only

All verdicts of HCs said, that UGC has no right to change the rules during the game, as well as it is against the Article / Right 14 (Equality Before Law) of the Constitution of India.

SC said in Its Verdict, that any thing can be done by UGC before and after. while no one can deny, we all have to accept, but huge lack of understanding is here between both courts. HCs have also read the issue before the final judgments.  

UGC changed  the rules after declaration of the result. It is Possible?

Yes sir ur rt,in our indian judiciary, relative to higher authorities n high profile personalities.

I have gone through the Supreme Court Verdict.

All I can say that according to the Court of Law, the act of UGC may not be ILLIGAL but it is DEFINITELY NOT ETHICAL either.

I fully understand the UGC's standpoint and appreciate it (making 65% & 60% aggregate as hurdles) but I have just one question: Will the UGC stick to this decision if it is observed (in future) that the the number of qualified candidates ever falls drastically short?

I still personally believe, if UGC ever turn for examinations with a blend of descriptive and objective types questions, there would not have been such dilemas.

I feel this judgement written by UGC Lawyer after all knowing all the facts. if everybody know the truth and reality and understand it is conspiracy of ugc. Otherwise 10 HC can not deliver the verdict in student's favour.

You are right. Certainly it looks like Conspiracy. 

Also Old saying Laws are made to Change, Now we've understood when those change occur. 

I can only one thing that a lots of my friends who have not passed in june,12, with a little marks, have cleared net dec,12 with a very high % of marks, only because of their further study.They never wait for the court judgement. Friends, I request to all who have not cleared in June,Dec,12 please concentrate for the next exam only. Please don't involve any kind of controversial topics. It will affect of your study and concentration.
