I want to know which library software is best for college library.

go for SOUL

E Granthlya is aslo very good and free software

But NIC provide it for Govt institution only

U can use Koha. Open source software. If You want to purchase customise version from any vendor then also its cost will be low then another software, in my think.

E-Granthalaya is one of best library software.

I have hands on  experience with SOUL, NEWGENLIB, KOHA, GRANDHALAYA, ISIS & LIBSYS. 

NEWGENLIB  is user friendly one can opt.
